The Briefing Session on CIIF 24th Batch Application at the Hong Kong Space Museum on 22nd April 2015 attracted over 180 participants from different sectors. Guest speakers shared their successful experiences on how to build community networks in new housing estates and new communities, followed by a briefing on the application procedures by the CIIF Secretariat.

Ms. Carmen Ng, Secretary General of the CIIF Secretariat first delivered her welcome speech. She briefed audience on CIIF concepts and encouraged all sectors to assist in forging mutual help networks among residents of newly built or redeveloped public rental housing estates so as to promote social capital.

Building Mutual Help Neighbourhood Networks in New Communities on CIIF’s New and Old Models
Ms. Lilian Law, JP, Vice-chairman of CIIF Assessment and Evaluation Sub-committee, Executive Director of the Boys’ & Girls’ Clubs Association of Hong Kong

Ms. Lilian Law, JP, Vice-chairman of CIIF Assessment and Evaluation Sub-committee, Executive Director of the Boys’ & Girls’ Clubs Association of Hong Kong introduced CIIF’s new and old models and shared experiences on CIIF-funded projects.


Ms. Lilian Law, JP, Vice-chairman of CIIF Assessment and Evaluation Sub-committee, Executive Director of the Boys’ & Girls’ Clubs Association of Hong Kong set out the public rental housing estates to be built in the coming years. She shared successful experiences on CIIF-funded projects and encouraged all sectors to explore potential social capital in new communities. Lilian also advised that project teams interested in applying for the CIIF address the needs of new estates in the light of their characteristics when proposing implementation plans with social capital approach, e.g. social capital development projects with estate-based “House Captain” programmes / infants and information technology as entry points and service mode respectively.

Helping Needy Families in Taking Care of their Children through the Establishment of a Women Mutual Support Network

Mr. Yoyo Yiu, Project Officer of Tung Wah Group of Hospitals Jockey Club Lei Tung Integrated Services Centre shared his experience on the project “Play with Cross Generations in Lei Tung”.


Mr. Yoyo Yiu, Project Officer of Tung Wah Group of Hospitals Jockey Club Lei Tung Integrated Services Centre shared how the project “Play with Cross Generations in Lei Tung” recruited and organised women in Lei Tung Estate through the toy bank, fun fairs and parent-child groups to forge a mutual help network and support needy families in the spirit of helping others help themselves.

How to Establish a Mutual Help Network in New Estates
Mr. Lee Chi-wai, Project Leader of the Tuen Mun East Integrated Service for Young People, Salvation Army

Mr. Lee Chi-wai, Project Leader of the Tuen Mun East Integrated Service for Young People, Salvation Army shared his experience on implementing the project “Neighbourhood as A Family”.


Mr. Lee Chi-wai, Project Leader of the Tuen Mun East Integrated Service for Young People, Salvation Army briefed on how to implement “House Captain” strategy in Fu Tai Estate in Tuen Mun with “healthy life” as an entry point to promote the neighbourhood support network and residents’ senses of belonging and identity through “a bowl of water, a bowl of soup and a little warmth”.

At last, Ms. Rebecca Wong, Assistant Secretary General (Project Management) of the CIIF Secretariat briefed on the application conditions and procedures, funding mechanism as well as assessment criteria and framework.
